While there is no tiberium in our world, Kane is not doing anything and nobody knows anything of importance about Kane. Besides that a) he is immortal and b) there was this biblical story that may or may not be about the same Kane killing his brother Abel or something. I always loved how consistently Kane from GTA can fit into C&C tiberium timeline, where Kane is the most central character in the entire story, having specifically these defining features -- shadowy ruler, immortality despite seemingly irrefutable claims of his murder and omnipresence yet almost noone talks with him directly
