I think this game would be so much better balance-wise if they just ripped out the charge system (besides some support items like battery) and made the current charge loops haste loops instead. The devs are gonna have a really hard time balancing anything or adding new items when ICD loops obliterate any board that doesn't have a loop breaker in it

or they can remove the CD on the charge items so that you need other items to actually enable it
