If you look at Alphys's disscussion with Sans on the phone during genocide and evacuation you can see her accent is fake, that's why it's three languages at once even though it doesn't make sense, because she's pretending to be some threatening and calculated warlord while she's just like regular Alphys

A cool thing I noticed with TS!Underswap Alphys is the small parallel with Rules Card (Rouxls Kaard), i.e., both of them try really hard to impress others by posing. In Rules' case, he's speaking a strikingly messy pseudo-Shakespearean English - in other words, he's speaking Ye Olde Butcherede Englishe. This makes him incoherent and almost impossible to understand sometimes, and that's why we love him. As for Alphys, she obviously speaks an amalgamation of German, French, and Dutch - generated by her own confusions and misreadings of human languages & cultures.
