Hi! Yes, Tskaltubo is safe. Families live in some of the buildings so you'll often run into people - just be respectful of people's space, say hello, and definitely stick to common areas (don't wander into any apartments by accident). If you're travelling alone, stick to the busy areas and try not to walk alone at night. Same as you would anywhere. Enjoy!
