My Take : Passage making a vessel alter course and /or speed ... i.e can not get in the way .

Safe passage: I think this is more subjective to the type of vessel and/or with situational (awareness).. Easy answer: as a result if action is required, it would leave my vessel into a less safe position , e.g close 1/4 situation , with bank, another vessel, or just insufficent sea-room.

Why give way vessel? I am spanish speaker so I might understood wrong, but the sailing vsl is not using the TSS and also should not impede my passage as I am inside the TSS, rule 10 ,and she is on my port side, rule 15, why am I a give way vessel? of course if they don't maneuvre, then I have the responsibility to avoid colision. Rule 2 All this explanation confused me, I researched again and i confirm Give way: I maneuvre Stand on: I keep course and speed. CAn someine be so kind? And with the CBD example, he is actually saying we are stand on???

"Not to impede" .. This action takes place when risk of collision doesn't exist yet. Think of it as a very early action before you even get into the mess. According to rule 10 in TSS and 8F (1), the sailing vessel shouldn't impede the passage of our Power Driven vessel. BUT, the sailing vessel obviously hasn't taken that action so risk of collision now exists. And when risk of collision exists normal steering and sailing rule starts applying. According to rule 18 , a power driven shall keep out of the way of a sailing vessel. Rule 8 f (3) also enforces that.

How come the vessel proceeding in lane is give way?? As per rule 15 she is stand on as per, rule 10 her passage shall not be impeded, although if rule 17 applies here she shall not alter to port for vsl on her port side so she shall alter to stbd, reduce speed or take all way off.

Hi Folks, thanks for the comments. perhaps I can illuminate my presentation of 6 years ago. would you agree ? A PD vessel following the TSS , if she encounters a sailing vessel whom is approaching giving either a close 1/4 situation or risk of collision .. either on the port or stbd side. The PD V/L is bound by rule 18 responsibilities between vessels (PD gives way to Sail) However in a TSS there is another caveat / caution, in Rule 10 (j) , that being "the Sailing vessel shall not ( with advice from Rule 8Fi) impede the safe passage of a vessel following the lane".It is important to differentiate between: Keep clear/give way , .... (Adjust course and/or speed to provide a safe passing distance) Stand on..... (Maintain course and speed with caution) Avoid impeding as they are all different . Normally explain that an understanding of " avoid impeding" as : A " CHANGE in RESPONSIBILITY" of the "Stand On Vessel" , where she shall ( if the circumstances of the case ) take early action, to allow sufficient sea room, even if there is a risk of collision and be aware of other rules in this part (rule 17) . An analogy could be, you approaching a traffic lights on Green light , you hear/see a fire engine approaching on your port side (Na Na ! (siren)) .. you would take whatever action to allow the Fire Engine to pass safely . ( slow down (safe speed rule 6) and/or a/c to stbd ( you are the stand on situation Green traffic light, THEY are stop .. red traffic light) OR You see a ambulance coming up behind you (overtaking rule 13) You would take action, to pull over to give him a safe passing distance. CBD Responsibilities of vessel states that a vessel other than NUC or RAM meets a vessel CBD she shall avoid impeding her safe passage .So if we (a PD vessel) meet a CBD crossing in a TSS to port , the CBD should maintain speed with caution and expect the PD vessel to take early action to give her (CBD) sufficient sea room . If the PD continues to come on , then the CDB should indicate that she is unsure of the PD's intentions with 5 or more short blasts , if no action then she HAS to take action as she is the Give way vessel.In each of these cases if you can not take action as stated in the rule "due the circumstances of the case" YOU and THEY remain fully obligated to comply with the rules

Waves&Means what if the CBD vsl is crossing the TSS from the port side over to the stbd side ....Own vsl (PD) sees her on the port bow... what action should we take in such a situation and as per which rule??

the right answer u would take a series of compass bearing to see if range decreasing and bearing constant then risk of collision does exist this rule is rule 10 this vessel is required not to impede so i need to give this vessel time to not impede me which is why u stay on with causion and make it clear you are not the stand on vessel you are stay on with caution until it comes larger apparent this vessel is not taking proper and sustainable action to allow sufficent sea room then you would sound 5 or more short rapid blast let him know you are indoubt intention this is where Rule 18 apply because rule 10 say it does not relieved you of your obligation under any other rule this is where you are give way vessel because all other rules apply the moment he impede your passage so now its your responsibility to keep clear under 18 cause by her definition she is sailing vessel and i am required keep out of her way best action would make large reduction in speed so it cant be large aparently be seen by radar or visuallly allow the vessel pass ahead if case admit you can also alter to starboard 1 short blast stay starboard side of channel and pass ahead if there is suffcient sea room

H I Akhilesh, thanks for your comment. However as this was a live class 10 years ago , let me provide further information. If you are approaching a vessel CBD on your port side , where there is a close quarter situation developing. Any where (regardless of the TSS) . Although you are the stand on vessel under rule 15 , but under Rule 18 you shall avoid ( if you are able ) impeding safe passage of the CBD. Their is a change of responsibility for you to take action, early, to provide sufficient sea room for the CBD to pass. 8F(1) , if you would like to message me happy to provide further information or look at the facebook page where there is another video explanation. good luck with your exams.

"Otherwise require" means, if these rules specifically tell us something different (like about fishing vsl, sailing vsl and vsl less than 20m), otherwise rule 18 applies everywhere.
