Is there any way you can get it just with the starter edition because for me it doesn’t go underground

Unfortunately no. You can get it from the store or buy the special edition. They do have sales fairly often though.

Is this the longest underground route in tsw? Where does it start and finish pls?

The underground section starts at Kilburn Parkland ends at Elephant and Castle. Not sure if its the longest underground route....I assume its either this or one of the NYC routes (Long Island or Harlem).

You need to buy the DLC. It's called "London Underground Bakerloo Line
