So how will people be able to get from Kennedy to Scarborough Centre after the SRT closes in 2023? But the new Bloor-Danforth subway extension is not going to open until 2030 at the earliest. How will people get around during this time?

Check out Steve Munro's commentary here: stevemunro.ca/2021/10/12/line-3-srt-replacement-options/ Basically, the TTC will revise the bus network to compensate. There will be dedicated express buses operating over the fastest routes possible between Kennedy Station and Scarborough Town Centre, stopping near where the old stops are. There will be a dedicated and frequent Line 3 bus route, and a number of the buses that currently terminate at Scarborough Centre will also be extended over this route to Kennedy. It's not an ideal arrangement, but it should work for the short term. In the longer term, the TTC will repurpose the SRT right-of-way from Kennedy to Ellesmere into a bus-only roadway running directly. Buses will be routed directly into Kennedy station's bus terminal, and there will be no stoplights or competing traffic to contend with from Eglinton to Ellesmere. There will also be a new stop added at Tara Road/Mooregate, between Eglinton and Lawrence East. This, I believe, is set to open in 2026, and will significantly shorten the bus travel time from STC to Kennedy, providing some relief until the Bloor-Danforth extension opens in 2031.

Technically, they are. The Bloor-Danforth extension heads up to Scarborough Town Centre albeit by a different route. And the section from Kennedy to Ellesmere is being replaced by a busway over the current alignment.

Why is it shutting down

They are starting work on extending the Bloor-Danforth subway to the Scarborough Town Centre instead. Also, the Scarborough RT is at the end of its design life, and it can't keep operating beyond 2023 without expensive retrofits. So instead they're shutting it down.
