Okay, with all the weird dodgy responses around questions about free will, autonomy, how many people are in the federation and who is in charge, I’m really getting the vibe that the Federation is some sort of hivemind like bees or ants. The faceless workers would be workers, the census bureau would be drones, and the duck/host/Mr [REDACTED] would be the queen. None of these entities are capable of even concieving of individuality. It was called a creative motor, it was extremely rare/illegal due to it being unattainable w/o creative mode. He was scared forever would get in trouble if they knew he was the one that gave it to tubbo. Hope that helps!
