It's quite easy. When he signed up for twitter, he gave his phone number, which twitter handed over to law enforcement. If he uses the twitter app, it's linked to his cell phone too. So, if twitter didn't give cops his phone number, then apple/google did. With his phone number, cops know his name and address.

I say this because I look at the modern day Chinese Communist Party (CCP) the have managed to lift more people out of poverty in the last 50years than any other time in recorded history. They achieved the powerful China the were promising but the cost was a 20-30 years faming with over 100 million deaths and lack of civil liberties of common Chinese’s people. My answer probably sounds contradictory but I believe in that quote the road to hell is paved with good intentions.
