This is sampled from Parliament Funkadelics, "Not just knee deep". I think that song was released in the mid to late 70s. If you watched any silk sonic song lately, you can see that songs from era had long intro and outros (by today's standards), but perfectly normal back then. 2Pac was just paying homage to George Clinton, the musical era and music he no doubt grew up listening to. So to say the ending was too long just reveals the power that rap music has had on its listener who isn't connected to 70s music in a meaningful way.
