I disagree on your points. One can ofcourse select a smaller turbo that can match lesser exhaust gas volumes. The real reason is heat management of the whole engine as u say. Other reasons are cost. It's not easy even for a manufacturer to manage cost, fuel scheduling, ecu mapping etc etc. And the risk of blowing up the motor under extreme situations. Even 650 Cc to 1000cc production bikes don't have turbos, excepting the h2 and rare other cases. Turbos concept was first used on piston engine airplanes because it was needed to compensate for reduced air density at higher altitudes. So turbos helped planes to fly higher..
