As hcn15fin said above, most of the phrases in the lyrics are Finnish sayings and metaphors that don't really translate to English. Instead of leading the hoofed lord the lyrics actually mean walking Satan (Satan is often represented as a goat-like creature with hoofs) as in walking a dog, which symbolizes being in control and defeating someone. The way I see it, by asking "who walks Satan" after asking rhetorical questions like "who invented power and money", they're talking about the big shots being the extreme of evil, so evil they even walk Satan himself. That's just my interpretation, I might be wrong. But one thing that's for sure is that the lyrics are packed with symbolism.

roktopus nah, its just questioning the origin of evil, what is the existence who even subjugates the devil like nothing. the name of the song, "Iron Chain" means the chain the aforementioned existence holds, and at its end his pet satan is leashed like a dog.

Minor Corrections: Iron chain against the back - against is more direct, across would mean "yli"(over). "you laugh at the pain and the sun is shining". "blood pours across the spine" - selkäranka = spine. "steel beats up" - hakkaa is more like beating than whipping. "who gave birth to the evil" - evil is direct translation from paha. "who helps the world" - sounds more like what he says in finnish.
