Thank you for your kind comment. Halftone patterns are pixel-sensitive, so you must create a new one to scale them. Maybe try adjusting the pixel size of the image you're applying it to. For example, if you want a coarser pattern, resize the image you want to apply it to a smaller size.

When I try to edit the threshold of the new layers, the value resets to 128 while still looking the same as 51, making it difficult to work with. Is there a fix?

I'm sorry I didn't make it clear enough. Start at 08:18 in this video. This is an operation that re-edits the Threshold, so the setting value in the dialog box opened by double-clicking is 51. Make sure to hide the layer that is in front of the layer you are currently working on. I hope it will go well.

It can also be done using Adobe Illustrator. However, if you use a finer pattern, expect more difficulty in moiré removal. I can't give a detailed explanation, but the idea of creating is the same. Apply 4 types of halftones to 4 types of 2-tone vector images and superimpose them on a single image.
