What's the strategy here? Just alternating between 1, 10, and 20?

More times than not rolling 2 dice will come out 6-9, that being said, count out 10 times ahead of you (because 1 cannot be rolled) and if you have 4 or more targets in those squares (tokens, shields, railroads) do youre more likely to land on on of those tiles, so max your dice x, if there are fewer than 3-4, roll x1 until another opportunity to hit the "sweet spot" arises.
