I believe it means to take off the burrs that you get from sharpening a blade. at 4:12 in the video you can see him sharpening the blade, I'm sure it will take more than 3 swipes. But for the purpose of demonstration, when he turns the pruner around to assess the back of the blade he is removing burrs.

Per me non valgono nulla ho la prunion da due anni e sono sempre in assistenza ho lavorato pochissimo, per me fanno cagare se gli volete ve lo regalo
