You could just draw a rectangle(no open ends) in a Mechanical Layer, select all 4 lines then press "DSD"... Follow the same if you have a custom shape(use DXF if necessary)

I normally quite like Altium and find it quite intuitive, the lack of being able to just type in the dimensions you want is quite a baffling omission
