Why do I feel like their design package is similar to Deutscher Fernsehfunk's in the late 80s? Also that ident looks quite similar to TV5 (the French-language international television service)'s first one.

Note that some programs broadcasting in the video came from french TV like TF1 (52 sur la une) or France 2 (Savoir Plus).

There were a few animes that did air in African countries. South Africa aired Heidi in both English and Afrikaans, and there were a few Arabic-speaking countries which could recieve SpaceToon, which aired a lot of anime back in the 2000s.
