why not use the subsidy to buy back MTRC. If it costs HKG $6B a year all it takes is 4 years or $24B to privatize MTR. Then all 60+ gets free MTR ride and no subsidy for buses. Alternatively have MTR take over all bus and mini bus routes and reorganize all routes so public can benefit by reducing the direct point to point routes and use a combo of MTR and Bus by offering free transfer. The amount saved from streamline service should keep fares low and overall transport time shorter.
