This is ionospheric (Sporadic E) reception probably coming from Russia. This kind of ionospheric propagation usually happens between April and August, and when it happens, it can reflect distant signals to be received 800-2500 km from the transmitter. The exact video carrier frequency is 49.75 MHz, which is a carrier frequency used in the former Eastern Bloc.

You were PROBABLY picking up a faint signal of someone's "Video Sender" adapter that they were running on their own private house/office nearby you. You can purchase a cheap Video Sender off Ebay/Amazon and other sites and some of these Video Senders allows you to broadcast analog TV signals at any analog channels (Here in the USA: Channel 2 through 125) of your choosing, then you simply hook up an antenna to your TV, tune to that channel and the video you were transmitting would be view-able on that TV.

PAL (European) video senders use the UHF band (channels 21-69, 420-870 MHz).
