Since the only important and relevant rankings are the 1st (for the coffee turck) and the 9th (the severe punishment), and with Chaeyoung and Momo already having a "negative balance" with 4 and 2 black pen names in their Death Notes respectively, Mina's tactic of immediately writing her name with the blue pen is genius, actually. Assuming that your name written with the blue pen negates/cancels out your name written with the black pen, then Mina can adopt the strategy that, for every BLUE pen she gets, she writes HER NAME on her notebook every time. For every BLACK pen she gets, she can "pressure" either Chaeyoung or Momo even further by adding to their already numerous "black pen-written names". This way, it's either Chaeyoung or Momo who will end up the 9th place and get the severe penalty. So even if Mina doesn't end up getting 1st place, she's most likely NOT to end in 9th place, either. So Mina indeed was correct by saying: "I'M NOT DYING!" 😎

Writing her name with the blue pen in her own Death Note notebook means that she can negate at least one of her names written by the other members using the black pen. But since Chaeyoung (4) and Momo (2) are the "frontrunners" for "black pen" names in their notebooks, then it means the others need to write Mina's name using the black pen at least 6 times in their own Death Note notebooks before Mina can be negatively affected.
