I continued to laugh for about a minute after the scene had ended. To me it represents a common silly situation which many tv-series are guilty of due to sloppy writing. Scenes like having two professional colleague's in a room but for some reason one of them still needs to describe the basics of their work process which both of them very well should know. Lynch starts by going that route and then suddenly breaks away highlighting the absurdity of such scenes actually playing out as we as a TV audience at some level are expecting. It's funny because it's playing with our expectations on multiple layers, or something very similar..

The season is full of odd little references to Lynch's past work. Look up the "Okay, Paul!" scene from Eraserhead. I guarantee you this was a reference to that.
