So the story behind this is the studio literally ran out of money and the execs basically said "either you ship now, or it's cancelled, because we simply can't afford to pay anyone to finish this." After some discussion, they decided to just ship what they had. If you noticed the animation looks more like keyframes than animation, it's because they literally are keyframes.

It seems that I am the only one willing to stick up for Nora - by that I mean the Nora of the prequel to Twinkle Nora Rock Me, entitled simply Nora - a likable comedy set in outer space. I will state unequivocally that the original Nora is WELL-ANIMATED. When we see realistically drawn characters, we assume that their movements are the result of rotoscoping, and yet how would they rotoscope the zero-gravity gymnastics seen in the original Nora?
