I usually cite them for driving in an expired license. But if they have no license, suspended registration I tow their car and let them go. Also the "explorer" is an FPIU (Ford Police Interceptor Utility)

I agree with the suspended registration one, but if they have no license you should tow and arrest, the game reward you for that !

Hold down your mouse control and slide to rotate the light. I can not quite remember the tackle control but you run behind them and click either 'E', your mouse buttons, 'Ctrl' or ''shift'.

For driving without license or license expired you give a ticket. You don't arrest someone in this game for driving without license. You arrest if they are drunk, if the car it's stolen or if the person it's wanted

You did break protocol, PPD protocol states that code two (only lights) is only authorized for non emergency calls for service, a traffic stop counts as an emergency call for service, you should have been code three as soon as you initiated the pursuit, (lights and sirens)
