Sew it as how you would attach a sleeve the only difference is the top part will just come together and form a draped. Gonna try to do one to show u

Notch the opening where you added the fullness then when you are attaching put them close together and then sew it in your bodice. Am gonna try and make a tutorial so you could see

Draw an off shoulder sleeve pattern and then follow the steps in the video, hope this helps
