According to... www.osti.gov/servlets/purl/1116147 it fails many insensitive munitions (IM) requirements. -Composition B (Comp-B) explosives consist of mixtures of RDX and TNT, and a desensitizing wax.

No, its quite wrong classification. Mixes can be HE. Powders can be monomolecular. Military and commercial difference exist only in U.S. Real classification is primary/secondary and HE/propellants.
