They both, in my opinion, have the right to their opinion and I respect them. To answer, briefly, your question. You can make moonwater just by leaving a jar or bottle with clear water under the light of the moon. You can gather rain, sea, lake etc water from their sources. Some use them in their spell work, I want to believe to do good for themselves and others, so nobody is getting hurt. I hope I've answered your question, if not please elaborate.
