When can we say that its pro/affirmative and con/negative?

Pro/affirmative supports the motion. The con/negative side opposes it. So if the motion is to ban K-pop in the Philippines, and your side is pro/affirmative, you would say arguments that would make sure K-pop does get banned in the Philippines. If your side is con/negative, you would say arguments that would still make K-pop allowed. Is this helpful?
