When making a complaint, 1) Put it on paper. 2) Get a copy of the PD's policy, read it. 3) Cite specific policy violations. a) Ofc X tried to use color of law to intimidate me. b) Ofc X tried to violate my Fourth Amendment right to be secure in my identity. c) Ofc X threatened to arrest me for no reason.
