To be fair - they did, together they owned all the boxing belts out there. But since they were unwilling to fight each other neither of them became undisputed. And when Vitaly at last retired, Wladimir was too old himself. Nevertheless I still consider Vitaly to be the greatest heawyweight ever. Just unlucky one.

@ANationalAcrobat-qj2dl convincingly beating Klitschko and Wilder (having 3 fights) makes him what? for you to say fury isnt great makes Usyk questionable too... because other then Fury who is by your standard not great, he has beaten AJ who we know is not great or at the very least VERY vulnerable to certain styles, and beat Dubois who got stopped by a jab when he fought Joyce and got saved by skin of his teeth when fighting some unknown cruiserweight.. i think you should give credit to both fighters and say Usyk's the greatest cruiserweight boxer of all time and Fury is great shown in how he gave the greatest cruiser weight all that he can handle..
