Your statement is wrong. The reason why we feel less cold in humid sub zero temperatures is because the humidity in the air reduces the evaporation of moisture from the skin not due to the formation of ice in air. As we know that evaporation causes cooling effect we feel more cold in dry sub zero conditions(affects "feels like" temperature).Its true that moisture in the upper atmosphere can freeze and form crystals in high humid conditions preventing the heat from escaping into the sky. It warms up the surface air but doesn't affect "feels like" temperature.
