The upper plate is still a straight piece, that will make it easy to hook something to it. The upper piece would be better to make it an inverted v triangular form. Like at wall climbing sport's high climbing wall 34 degrees but hollow with rounded of ends, you would have to have hooks to be able to climb the upper piece then.

Do you really think the wall is that simple?! Clearly you don't know...shi! People keep forgetting the wall is only intended to slow illegal aliens down so Border Patrol can come catch them. Pay attention! If you are aware of other lesser known technologies, you might have a clue of what is going on with the wall sections. I think the main purpose is to make it hard to climb by-hand. They've already seen cartels come up with N+1 foot ladders to go over the N-foot high wall, but against unequipped vagrants this will make climbing far, far more difficult, and require a LOT more time, which really is the effort. If it takes two minutes to set up a ladder and climb up and over, then down the other side, instead of 3 seconds of hopping a fence, that gives law enforcement far more time to act -- as well as acting as a deterrent against low-effort crossings.

On mexican side just below steel plate at the top, I would put some 4''-5'' square tubes 6-8'' tall every 3-4 vertical tubes apart with mostly 75% covered top and open bottom with a hand hold on them, it would be a nice place for the wasps to build nests for just a breeding ground, the last line of defense. Maybe even something of a breeding ground for snakes and scorpions at the bottom. Work smarter not harder !!! If anyone has a better idea please add a comment, Workers that read this can make it happen to some extent.
