Strength at 8, take training to get it to 9 once out of the Vault, take the bobblehead in Lucas' house to make it 10, head to Rivet City by swimming down the Potomac to get the Bobblehead there to make intelligence 10, and then fight through the Talon Mercs on the West side of the Potomac by the bottom of the map to get to the Anchorage DLC area so you can get the unbreakable T-51b armor and get a bunch of levels right from the start. For New Vegas, I usually just throw darts at suggestions on the wall and go for it.
