So what level should the regular user be for the UAC for the most secure/practical example? Level 1 for everything, right?

It is a tradeoff that mus be selected depending on the context. For sure level 1 is the strongest in terms of security, as it requires to type the password of the user everytime someone wants to elevate their privileges. This initially might seem a good thing, but then if you consider human nature, it will also imply that people will use weaker passwords, so that they remember them faster. So I'd suggest a level 2 for most use-cases. You avoid the effort of writing the password all the time, yet you're a bit more secure since the prompt runs in an isolated desktop.
