I think despite the Operator name, one should bear in mind that much of the newest characters are being hired as support and consulting personel, like the pilot and the psychologist in the original novel, not as assaulters. Flores is not going to be doing hostage rescue, that would still be SAS, ASAS, JTF2, GIGN, GSG9 and Navy Seals' job.
