The only reason he stopped doing gang shit was because the judge wanted to give him the 9s for his jail arc. He literally shot up a bunch of vagos the day tony tiger died. Remember when the vagos got raided, uchiha was there for that shootout that incapacitated every online vagos allowing the police to EZ raid.

Chang Gang doesnt go by who's the best shot or whos the most tactical. Chang said himself it's about there chemistry with the group and people they consider family. The whole initiation was just for content since it was Uchi and would be funny. The only other person they did test for was Big D and he failed miserably but they let him anyways.

I mean, Uchiha already has gone to war with the vagos for the Chang Gang. Also when he was caught for the cop murder he didn't complain or sell out the chang gang. He kept quiet and loyal to the crew. When Chang brought up that they might be at war with the Ballas and Russian Uchiha didn't hesitate and said he will help if he can in any way. He deserves Chang Gang.
