The dialogue about Mexico wasn't really about Mexico being a drug haven, it's about the Indian State of Punjab gaining that stereotype that a lot of people have about Mexico being a paradise for illegal shit. There's no point denying it, a lot of people have that image about Mexico and honestly Mexico has zero percent to do with the movie. It's just one dialogue so I hope you eotn get stuck on that. The Indian state of Punjab is also known for everything except drugs but it's quickly gained notoriety on the underground and young kids are increasingly falling into addiction because it's being used as a trade route, just like Mexico.
