If every place was like you described than beauty standards wouldnt be a thing, but they always were and always will be. Complimenting someone he or she looks great isnt necessarily a bad thing either. To tell someone that something suits him or her can be nice sometimes. Especially when it comes from people you care about and they care about you. Also just a side note: it has as well a biological reason to look at looks/outer appearance.
