Absolutely agree with Ui-Mama. This can be applied to many things visual not just school girls! It's one of the main things that irks or impresses me when I look at visual designs for characters. You can tell when a boob window or short skirt was thrown in as pure fan service/male gaze means and when a half nude character actually looks tasteful because of all of the in theme and in character visual motifs going on.
