I remember these ad breaks. Back when we had a VHS recorder I'd pause it during the ads so that whatever film I was recording would just jump straight to the next part of the film when watching back! Lol, good times.

These were shown during a showing a film called 'William at the Circus', during a Just William film season. Don't know the exact date, I'm afraid. I'd guess early 1990.
