In London we normally get heavy snowfall about every ten years. A couple of years ago we had a very mild winter with the temperature hardly falling below 10C and had a day in February where it hit 20C. I was hoping this was because of global warming but it's back to the cold stuff now.

In the past 7 years, London has seen snowfall once in the whole year. I remember as a child, Christmas was about the North pole, snowman, penguins, the iconic Coca Cola Polar bear and santa Claus using his sleigh to ski on the ice. If I recall it didn't snow last year in the capital, not like the snowfall which descended over the weekend.

The chaos has been mostly caused by the local government failure where budgets are concerned. I live in the Southwest of the UK, it's mostly mild down here, except for this past few days! Horror,my local Labour party had spent all of their funds on a - Bus Station where the buses don't fit, and a state of the art gym/swimming facility that leaks and is largely un-unusable. They have little funds left to grit the roads. But hey, that's not their fault, they blame the conservative government

Seems like the borough you are living in, have received very low public services fund. To splash the entire budget on only those 2 features, was extremely irresponsible. Unless, the bus station plays a central role for the residents of your town. For example, it being a key location for commuting and serving as a ideal point of arrivals. And the gym/swimming facility must be the only government operated leisure centre for the surrounding communities.

You see in the world theres different seasons that represent different times of year, these are usually followed by a change of temperature and other seasonal changes such as leaves falling off trees, snow falling from the sky etc. Just to let you know!

In the UK snowfall happens a few times a year so nobody bothers with winter tyres and this results in chaos. Also plows are non existent in most places. When the UK is very cold it's usually during a high pressure system which though bitterly cold doesn't allow precipitation. Low pressure systems usually come from the west and the gulf stream warms these making snowfall rare

I've been catching up on all the news snow chaos today and it seems like Paignton town centre was about the only part of the country that didn't see a single flake.
