Ukraine is trying to act within international law, emulating the tactics of North Korea and Nazi Germany would not help them join the EU or gain them any respect internationally. The other issue is that it's simply not a very effective form of economic warfare. Most money is not held in the form of cash, especially in the modern era. In order to destablize the Russian economy, the Ukrainians would have to print counterfeit rubles on an industrial scale and then somehow inject that cash into the Russian economy without getting caught in the process. Even then it is a matter of time before duplicate and invalid serial numbers are detected and that length of time decreases as more counterfeit cash is injected into circulation. Even in Russia, the central bank keeps a tight control on monetary supply and due to current circumstances controls and restrictions are in full effect. I'm not saying it couldn't be done and that it wouldn't cause some temporary headaches, it's just not in Ukraines best interests to become manufacturer of counterfeit currency, even if it is Russian rubles. Ukraine has chosen a more permanent solution to the Russian economy by physically destroying the industries that the Russian economy and military are dependent upon. Ukraines international partners and allies so far do not seem to have any issues with this course of action.
