But nobody of Europe's soldiers wants to stay in a war line meanwhile the Russian missiles fly over the heads. On the other hand no way Ukraine can win this war because the motivated forces of Ukraine do not exist any more. This is not to be on somebody's side, this is just a war reality. No one army can fight successfully if the soldiers are not motivated because of big losses, empty warehouses, lack of trust in government etc.

He did not lie. What he was saying is "31,000 were killed in a month" but he forgot to say, "in a month". So, it became "31,000 were killed".
