Special forces and special operations forces (SOF) are military units trained to conduct special operations. NATO has defined special operations as "military activities conducted by specially designated, organized, trained, and equipped forces, manned with selected personnel, using unconventional tactics, techniques, and modes of employment".
Special forces may perform functions including airborne operations, counter-terrorism, foreign internal defense, covert ops, direct action, hostage rescue, high-value targets/manhunt, intelligence operations, mobility operations, and unconventional warfare.

No, firstly this is a propaganda lie of the Kremlin. The azov battalion was full of fascists in 2014, but it's now 2022 and the azov battalion is not an independent militia anymore and has since been taken under the government and had its far right fascists removed (unlike russia and the separatists who still retain their nazis) Ukrainian special forces are however, a different group entirely.
