The pic is based on the art style of the original source of Youjo Senki (which is a novel). The director of the anime deliberately made various significant changes, including the debatable 'degradation' of the art design, to make Tanya seem more evil than she actually is and also to make her and Victoria less appealing to the shippers (read the manga where the art and the story are more loyal to the source material).

Its still here. 3 years ago i watched youjo senki. then half a year later read the LN. At some point i wondered "hmm when did i first come into contact with youjo senki." it was 6 years ago. it was this video. It was a nightcore edit of a Lorde cover using art from the good damn tanya x visha ship. I dont know how to feel about this. Like, the song is still good. the arts still gorgeous.
