Tbh.. The problem with Zoe rn is that there's two strong options against her rn. Ekko, and galio. Ekko's wave clear is unbalanced (Zoe wants to get R ASAP for spacing E but her wave clear is horrendous early), and galio can shut down Zoe rather easily if they know what they're doing. She's not a strong first pick anymore due to how vulnerable she can be. She's best against other mages who don't outrange her too much like Ori Syndra, Lux ect. Champions that can block her followups or decline her sleep are also a pain for her ie zyra, heimer, or morgana. Most engage matchups she can struggle with because of how she works. Reason why Zoe needs a buff soon.. Just give her back the damage she lost.

I just don't think she's in a good enough spot to be a blind pick champion as of now. Especially if there's too many tanky targets in a match.

Her E can also be used in unison with other champions with long range like Caitlyn, Lux ect and deal a lot more damage if she can't get the kill herself. She's not just a cc bot if she falls behind.
