I'm a marine biologist and I can absolutely confirm that fish are wet before you take them out of the water. To be wet is to be saturated or covered in a liquid, in this case water. It doesn't matter how much water you're surrounded by. A more disturbing thing to think about is that if you are covered in honey, you are technically wet even though you just feel sticky

A fish is not only in the water, but it also swallows some, so it is not dry. The same swallowed water is excreted through the gills to keep the fish dry and to manipulate gravity, so it is not wet.

Technically speaking, the amount of water surrounding you shouldn't effect the word used, because depending on the scale of size of the thing being wet that amount of water could feel the same as a smaller amount of water to a smaller thing. So with dropsy's logic, there would have to be a fine point that something goes from wet to submerged, because all being wet is is being covered, or surrounded, in water. Cappy's logic of falling into the pond, however, still holds up to this. It's fine if 1. You don't care to read this or 2. Don't believe afterwards, Im just pointing stuff out

If in the water, is a fish considered wet? Yes, a fish (when in water) is wet. They have a protective slime layer all over themselves that protects them from getting waterlogged, so they never appear prune-like or shriveled. But the water is on the outside of that slime layer, so yes, they are wet.
