Petra is on the rise lately. You can use it on a support that takes the field after Xilonen to get 35% damage bonus, instead of the 20% atk you would get from NO or TotM. Would consider strongboxing. Doesn't need high stats to work.

I agree, I will use it on Candace once I got Mualani on her rerun. But not worth farming still. Strongbox is the way to go ;)

agree with almost all of those rankings but i must say, Natlan sets are only used by/beneficial to Natlan characters even if they are way too good, so it's better to keep them in 2nd tier (worth farming) cuz they dont look versatile like the other sets in top tier which any region's characters can use

At what point do you say, "okay, this is a good enough set for this character" and move on to the next build when it comes to artifacts?

Good question. It depends on where you are in the game, what character and your standards of course. For earlier AR (55 and below), I think minmaxing is not worth it as much yet. Later in the game, I differentiate between the units: is this one of my Mains? Then I am probably never "done", but I only farm for them if I don't need anything else. If they are not one of my Mains, I aim for about 180+ CV for DPSs and for other units for enough ER and the stats they need. For Kazuha about 900-1000 EM, for Chevreuse 40k HP and so on. Myself I consider what the resin cost would be to acquire something better and how many other characters can use the same set. If more than half of the substat rolls are into damage on a cup or a hat, the next upgrade is likely months away and extremely marginal. You should only continue investing into it if you know you'll need pieces for other characters, or have absolutely nothing else you'd rather spend your resin on. It's a vicious hamster wheel meant to occupy players for years. Some people tend to hyper-focus on crit at the expense of a character's base damage stat. (hoyolab's character page of Raiden makes it look like the Atk% substat is utterly useless, lol. If you have a maxed out Engulfing Lightning yeah kinda, but if not, not really eh...) At the end of the day you can only push a character's artifacts so far: the difference between pretty passable and amazing artifacts is around +20% damage, at the expense of months instead of weeks worth of resin. At this point the best way to make the numbers get bigger is investing into a five star weapon and constellations - all these things are usually multiplicative with each other and can result in roughly double the damage for a character when maxed out. But it comes at the cost of getting fewer characters (and in my opinion having less fun with the game).
