It depends on how they are paid. They might get paid per load but then are contracted to do a fixed number of loads so as long as they tip that number they lose nothing. Some local authorities don't like drivers hurrying around the city to get extra loads in so just limit the number to a fixed figure per day that can be delivered without reckless driving.
