​@@witbyy We are not seeing a 'head dive' technique here. The IJF rule states it is illegal to “dive” head first, onto the tatami by bending forward and downward while performing or attempting to perform techniques such as uchi-mata, harai-goshi, etc. The operative is "onto". They are referring to Tori making head contact with the tatami. It is a rule enforced to protect neck injuries. In this demonstration we see complete control and avoidance of such.
