I don't think this is currently obtainable as of now. I've been farming him for hours with 3x luck, takes me 2 minutes per kill. No drop. Raid drops are also bugged and unobtainable

Maybe the percentages are skewed? It took me 12 raids to get the heart virus required. And my progress on the questline was reset so I had to do it again. It's extremely buggy but if there's a game breaking bug they'll hotfix it quickly.
